Narrative:
Captain flying cleared visual approach in slc to runway 16R, right base, high start, following traffic. First officer had set tower frequency on standby side of dual head VHF. Approach controller was giving landing instructions to light plane at another field on another frequency. Controller was busy and did not give us instructions to switch to tower. I was preoccupied with the approach and mistook instructions to the other aircraft as our landing clearance, and commented on the high winds and reset bug speed. First officer had fixed in his mind that he had 'dealt with' tower (but switch was never flipped) and was distracted responding to my confign and checklist calls. Likewise, the so. Everything felt normal until turning off the runway and first officer saw tower frequency had never been selected. I made the requested phone apology to the tower supervisor. He indicated there had been no difficulty apart from our embarrassment.

Title: FLC OF A B727 LANDED WITHOUT CLRNC DUE TO DISTR OF THE APCH CTLR WORKING WITH LNDG A GA ACFT.
Narrative: CAPT FLYING CLRED VISUAL APCH IN SLC TO RWY 16R, R BASE, HIGH START, FOLLOWING TFC. FO HAD SET TWR FREQ ON STANDBY SIDE OF DUAL HEAD VHF. APCH CTLR WAS GIVING LNDG INSTRUCTIONS TO LIGHT PLANE AT ANOTHER FIELD ON ANOTHER FREQ. CTLR WAS BUSY AND DID NOT GIVE US INSTRUCTIONS TO SWITCH TO TWR. I WAS PREOCCUPIED WITH THE APCH AND MISTOOK INSTRUCTIONS TO THE OTHER ACFT AS OUR LNDG CLRNC, AND COMMENTED ON THE HIGH WINDS AND RESET BUG SPD. FO HAD FIXED IN HIS MIND THAT HE HAD 'DEALT WITH' TWR (BUT SWITCH WAS NEVER FLIPPED) AND WAS DISTRACTED RESPONDING TO MY CONFIGN AND CHKLIST CALLS. LIKEWISE, THE SO. EVERYTHING FELT NORMAL UNTIL TURNING OFF THE RWY AND FO SAW TWR FREQ HAD NEVER BEEN SELECTED. I MADE THE REQUESTED PHONE APOLOGY TO THE TWR SUPVR. HE INDICATED THERE HAD BEEN NO DIFFICULTY APART FROM OUR EMBARRASSMENT.
