Narrative:
This approach controller had us on a vector to intercept the final (runway 17L) but never told us to intercept. She wanted us to call the traffic on runway 17R final 'in sight,' but without TCASII, and the ceiling low and being nighttime, we could not call it in sight. She became a little flustered with us and forgot to clear us for the approach. The GS was below the aircraft and we were on a collision course with the other aircraft. We urgently inquired as to whether she wanted us to intercept the final and if we were cleared for the approach, and she finally said yes. I had to go down 2000 FPM (she cleared us to 2500 ft) to capture the GS. We need TCASII -- especially in zoos like sdf. (Before it is too late!) and no ATC training at night please!

Title: A B767 FLC HAD AN AIRBORNE CONFLICT WHILE ON RADAR VECTORS TO INTERCEPT WIDELY SPACED PARALLEL RWYS AT SDF.
Narrative: THIS APCH CTLR HAD US ON A VECTOR TO INTERCEPT THE FINAL (RWY 17L) BUT NEVER TOLD US TO INTERCEPT. SHE WANTED US TO CALL THE TFC ON RWY 17R FINAL 'IN SIGHT,' BUT WITHOUT TCASII, AND THE CEILING LOW AND BEING NIGHTTIME, WE COULD NOT CALL IT IN SIGHT. SHE BECAME A LITTLE FLUSTERED WITH US AND FORGOT TO CLR US FOR THE APCH. THE GS WAS BELOW THE ACFT AND WE WERE ON A COLLISION COURSE WITH THE OTHER ACFT. WE URGENTLY INQUIRED AS TO WHETHER SHE WANTED US TO INTERCEPT THE FINAL AND IF WE WERE CLRED FOR THE APCH, AND SHE FINALLY SAID YES.
