Narrative:
During ferry flight from iad to dca we were turned 090 degrees, 3000 ft, for the mt vernon visual approach to runway 1 dca. Vectored 360 degrees, we then overheard what appeared to be stuck microphone from controller and verbal argument with some other unknown person. Strong language with cussing, etc, lasting several moments, then dead silence. We were at 3000 ft approaching over runway 1, with prohibited area P56 across river and unable to raise approach control. We were not sure if we had been 'cleared' for visual approach and could not talk to control. Just as we were about ot break west to stay out of prohibited area, approach control gave us a vector 270 degrees. At no time did we intrude into prohibited area, but entire situation was quite strange and unprofessional. Second approach to landing was uneventful. Controller stated that there was some 'bleed-through' on his communication from an unknown source. There was never any conflict with other aircraft, and we were always visual with the river area.

Title: UNPROFESSIONAL CONDUCT BY APCH CTLR DURING APCH TO DCA CAUSES B737-300 TO COME UNCOMFORTABLE CLOSE TO P56.

STRONG LANGUAGE WITH CUSSING, ETC, LASTING SEVERAL MOMENTS, THEN DEAD SILENCE. WE WERE AT 3000 FT APCHING OVER RWY 1, WITH PROHIBITED AREA P56 ACROSS RIVER AND UNABLE TO RAISE APCH CTL. WE WERE NOT SURE IF WE HAD BEEN 'CLRED' FOR VISUAL APCH AND COULD NOT TALK TO CTL. JUST AS WE WERE ABOUT OT BREAK W TO STAY OUT OF PROHIBITED AREA, APCH CTL GAVE US A VECTOR 270 DEGS. AT NO TIME DID WE INTRUDE INTO PROHIBITED AREA, BUT ENTIRE SIT WAS QUITE STRANGE AND UNPROFESSIONAL. SECOND APCH TO LNDG WAS UNEVENTFUL. CTLR STATED THAT THERE WAS SOME 'BLEED-THROUGH' ON HIS COM FROM AN UNKNOWN SOURCE. THERE WAS NEVER ANY CONFLICT WITH OTHER ACFT, AND WE WERE ALWAYS VISUAL WITH THE RIVER AREA.
