Narrative:
I was trying to descend air carrier X to meet LOA altitude restr and expedited him under one aircraft and because of strong tailwinds and closure rate, was unable to clear the second aircraft. Air carrier X slowed his descent rate several times even though he was told to expedite.

Narrative: I WAS TRYING TO DSND ACR X TO MEET LOA ALT RESTR AND EXPEDITED HIM UNDER ONE ACFT AND BECAUSE OF STRONG TAILWINDS AND CLOSURE RATE, WAS UNABLE TO CLR THE SECOND ACFT. ACR X SLOWED HIS DSCNT RATE SEVERAL TIMES EVEN THOUGH HE WAS TOLD TO EXPEDITE.
