Narrative:
LR31 inbound to msp at FL390 required restr and flow to msp was 10 mi in trail at or below FL310. LR31 was told by ATC for maximum IAS for spacing. LR31 advise that he would do best he could since it was a little warm at FL390. Descended LR31 to FL350 not realizing that DC10 was traffic eastbound at FL370. Aircraft passed at 3.3 mi, 1600 ft until LR31 turned 20 degrees right and climbed to FL390. ZAU alert was 3.3 mi and 1700 ft.

Title: A SYS ERROR, WHEREIN AN ARTCC RADAR CTLR RPTS A LOSS OF TFC SEPARATION WHEN A LEAR 31 WAS DSNDED PREMATURELY IN THE FACE OF OPPOSITE DIRECTION DC10 TFC 50 MI NW OF BAE, WI.
Narrative: LR31 INBOUND TO MSP AT FL390 REQUIRED RESTR AND FLOW TO MSP WAS 10 MI IN TRAIL AT OR BELOW FL310. LR31 WAS TOLD BY ATC FOR MAX IAS FOR SPACING. LR31 ADVISE THAT HE WOULD DO BEST HE COULD SINCE IT WAS A LITTLE WARM AT FL390. DSNDED LR31 TO FL350 NOT REALIZING THAT DC10 WAS TFC EBOUND AT FL370. ACFT PASSED AT 3.3 MI, 1600 FT UNTIL LR31 TURNED 20 DEGS R AND CLBED TO FL390. ZAU ALERT WAS 3.3 MI AND 1700 FT.
