Narrative:
We landed an FA20 on runway 15. We selected brakes #1 with anti-skid and tested it on the before landing checklist. My copilot, who was flying, landed the plane harder than normal primarily due to the high winds and the crosswind component. Neither of these 2 exceeded the capacity of the airplane. After landing the brakes locked up on the right side which caused us to skid, then blow both the right tires. There was no runway incursion, nor a deviation by any other aircraft, nor a delay to any other aircraft. After the fact, we realized the brakes had slipped past the control gate and went into #2 without anti-skid. This may have caused the brakes to seize up when the pressure was applied by my copilot. The gate does not really prevent the brakes from automatically selecting #2 when the glareshield is hit relatively hard.

Title: A FALCON 20 ON LNDG THE ACFT BLEW THE R MAIN LNDG GEAR TIRES DUE TO GLARESHIELD MOUNTED ANTI-SKID CTL PANEL SWITCH VIBRATING TO 'OFF.'
Narrative: WE LANDED AN FA20 ON RWY 15. WE SELECTED BRAKES #1 WITH ANTI-SKID AND TESTED IT ON THE BEFORE LNDG CHKLIST. MY COPLT, WHO WAS FLYING, LANDED THE PLANE HARDER THAN NORMAL PRIMARILY DUE TO THE HIGH WINDS AND THE XWIND COMPONENT. NEITHER OF THESE 2 EXCEEDED THE CAPACITY OF THE AIRPLANE. AFTER LNDG THE BRAKES LOCKED UP ON THE R SIDE WHICH CAUSED US TO SKID, THEN BLOW BOTH THE R TIRES. THERE WAS NO RWY INCURSION, NOR A DEV BY ANY OTHER ACFT, NOR A DELAY TO ANY OTHER ACFT. AFTER THE FACT, WE REALIZED THE BRAKES HAD SLIPPED PAST THE CTL GATE AND WENT INTO #2 WITHOUT ANTI-SKID. THIS MAY HAVE CAUSED THE BRAKES TO SEIZE UP WHEN THE PRESSURE WAS APPLIED BY MY COPLT. THE GATE DOES NOT REALLY PREVENT THE BRAKES FROM AUTOMATICALLY SELECTING #2 WHEN THE GLARESHIELD IS HIT RELATIVELY HARD.
