Narrative:
Location: iah 305 degree radial 45 DME. On cougar arrival into iah we were given a clearance to maintain 320 KTS as long as possible and to expect to cross hoagi at 250 KTS. Cleared to descend from FL230 to 10000 ft. During the descent at 320 KTS, we were leveled off at 15000 ft. Approaching 45 DME, still at 15000 ft, we slowed to 250 KTS knowing it would be very difficult to make hoagi at 10000 ft, 250 KTS from the position we were being put in, ie, 5000 ft to descend in 10 NM. The controller asked our speed and I responded 250 KTS and he was very upset that we had already slowed, causing him to turn several aircraft behind us. All 3 of us in the cockpit are sure we were given a 320 KT speed to hold as long as possible, and in our view it was no longer possible, thus we had slowed to 250 KTS. Given a phone number to call, which we did and spoke with a supervisor and were told that should be the end of it.

CLRED TO DSND FROM FL230 TO 10000 FT. DURING THE DSCNT AT 320 KTS, WE WERE LEVELED OFF AT 15000 FT. APCHING 45 DME, STILL AT 15000 FT, WE SLOWED TO 250 KTS KNOWING IT WOULD BE VERY DIFFICULT TO MAKE HOAGI AT 10000 FT, 250 KTS FROM THE POS WE WERE BEING PUT IN, IE, 5000 FT TO DSND IN 10 NM. THE CTLR ASKED OUR SPD AND I RESPONDED 250 KTS AND HE WAS VERY UPSET THAT WE HAD ALREADY SLOWED, CAUSING HIM TO TURN SEVERAL ACFT BEHIND US. ALL 3 OF US IN THE COCKPIT ARE SURE WE WERE GIVEN A 320 KT SPD TO HOLD AS LONG AS POSSIBLE, AND IN OUR VIEW IT WAS NO LONGER POSSIBLE, THUS WE HAD SLOWED TO 250 KTS. GIVEN A PHONE NUMBER TO CALL, WHICH WE DID AND SPOKE WITH A SUPVR AND WERE TOLD THAT SHOULD BE THE END OF IT.
