Narrative:
While en route ind-phl, instructed XXXX to hold over bunts at 13000 ft as published. After several turns in hold, ZNY instructed us to contact phl approach, radar service terminated. Absent any other instructions, we continued to hold. At that point, hazardous WX made holding pattern at bunts questionable. We notified approach that we needed to deviate north of the inbound leg prior to bunts. Controller said ZNY owned the airspace and 'he really needed us to remain in the hold.' I repeated I was unable. He said squawk emergency. We asked him to confirm this and he said squawk 7700. Then we turned to a northeast heading to avoid WX. We knew aircraft were stacked over bunts, so we tried deviating so as to remain in hold. Once clear, we asked what heading he wanted us to fly. We were then issued a series of vectors until landing in phl on runway 9R.

Title: B737 FLC INITIATE EVASIVE WX MANEUVER, EXITING HOLDING PATTERN UNDER PIC EMER AUTH.
Narrative: WHILE ENRTE IND-PHL, INSTRUCTED XXXX TO HOLD OVER BUNTS AT 13000 FT AS PUBLISHED. AFTER SEVERAL TURNS IN HOLD, ZNY INSTRUCTED US TO CONTACT PHL APCH, RADAR SVC TERMINATED. ABSENT ANY OTHER INSTRUCTIONS, WE CONTINUED TO HOLD. AT THAT POINT, HAZARDOUS WX MADE HOLDING PATTERN AT BUNTS QUESTIONABLE. WE NOTIFIED APCH THAT WE NEEDED TO DEVIATE N OF THE INBOUND LEG PRIOR TO BUNTS. CTLR SAID ZNY OWNED THE AIRSPACE AND 'HE REALLY NEEDED US TO REMAIN IN THE HOLD.' I REPEATED I WAS UNABLE. HE SAID SQUAWK EMER. WE ASKED HIM TO CONFIRM THIS AND HE SAID SQUAWK 7700. THEN WE TURNED TO A NE HDG TO AVOID WX. WE KNEW ACFT WERE STACKED OVER BUNTS, SO WE TRIED DEVIATING SO AS TO REMAIN IN HOLD. ONCE CLR, WE ASKED WHAT HDG HE WANTED US TO FLY. WE WERE THEN ISSUED A SERIES OF VECTORS UNTIL LNDG IN PHL ON RWY 9R.
