Narrative:
Runway departure. Departed dtw with 20 min delay from ord. NOTAMS reported braking action as good on open runways. Upon arrival, RVR was reported as 5000 ft, braking action was reported as fair with turnoffs poor by the tower. Aircraft touched down normally, on speed, flaps 30 degrees. First officer got on the brakes and reversers and aircraft decelerated normally. At 38 KTS, first officer xferred aircraft to captain. Captain continued slowing and tried to turn of the runway. Even with full reverse on the right engine, the aircraft continued straight and departed the runway at 8-10 KTS. Approximately the last 1500 ft of runway was snow covered.
