Narrative:
ATC facility: msp. Recent changes to flight manual part ii require accurate lahso information to be looked up on both the air carrier 10-7 pages and the commercial 10-9A or 11-1 pages. The 1-7 pages refer crews to look at the 10-9 pages for balked landing procedures. This leads to confusion because the 10-9 pages list all -- repeat all lahso alds even if they are not approved. Second, in almost all cases, the balked landing instructions do not -- repeat do not reduce the chance of an intersection collision in case of a balked landing and only fill the square of having a procedure in place. Air carrier should refrain from lahso's at any location that the balked landing procedure fails to insure separation as required by the FAA.

Title: FO OF A SUPER MD80 COMPLAINT OF THE COMPANY CORRELATION OF THE LAHSO AND BALKED LNDG RWY CRITERIA REQUIRED AT VARIOUS SCHEDULED LOCATIONS LACKED MEETING THE BALKED LNDG CONSIDERATION WHEN AGREEING TO LAHSO REQUESTS FOR CERTAIN RWYS.
Narrative: ATC FACILITY: MSP. RECENT CHANGES TO FLT MANUAL PART II REQUIRE ACCURATE LAHSO INFO TO BE LOOKED UP ON BOTH THE ACR 10-7 PAGES AND THE COMMERCIAL 10-9A OR 11-1 PAGES. THE 1-7 PAGES REFER CREWS TO LOOK AT THE 10-9 PAGES FOR BALKED LNDG PROCS. THIS LEADS TO CONFUSION BECAUSE THE 10-9 PAGES LIST ALL -- REPEAT ALL LAHSO ALDS EVEN IF THEY ARE NOT APPROVED. SECOND, IN ALMOST ALL CASES, THE BALKED LNDG INSTRUCTIONS DO NOT -- REPEAT DO NOT REDUCE THE CHANCE OF AN INTXN COLLISION IN CASE OF A BALKED LNDG AND ONLY FILL THE SQUARE OF HAVING A PROC IN PLACE. ACR SHOULD REFRAIN FROM LAHSO'S AT ANY LOCATION THAT THE BALKED LNDG PROC FAILS TO INSURE SEPARATION AS REQUIRED BY THE FAA.
