Narrative:
After late arrival in den with an airplane change, I arrived at the gate for flight XXX. (My copilot and flight engineer were already on board.) at the door to the jetway were 3 flight attendants who had just arrived from another flight, and they were arguing with 2 gate agents, who wanted to board the aircraft. The agents said that since it was a 'through flight' (flight number hadn't changed), that all they needed in order to board was the 1 flight attendant who was already on board. The solo flight attendant, who was fairly new, did not want to board a full aircraft alone, particularly since safety checks had not been accomplished. The first officer had supported her and relayed this to the gate agents. The other 3 flight attendants also expressed their concern over boarding with 1 flight attendant and no safety checks. When I arrived, the agent waved a piece of paper in my face and said, 'all we need is one.' I said, 'I consider that to be unsafe.' I went down the jetway with the other 3 flight attendants and after they had done their checks, we boarded the aircraft. A flight manager called on the jetway phone, apparently to harass me, but I ignored him because I was too busy.

Title: PLT RPT, B727, GATE AGENTS TRIED TO BOARD PAX ON THROUGH FLT WITH JUST 1 CABIN ATTENDANT ON BOARD. CAPT INTERVENED UNTIL CABIN SAFETY CHKS HAD BEEN DONE.
Narrative: AFTER LATE ARR IN DEN WITH AN AIRPLANE CHANGE, I ARRIVED AT THE GATE FOR FLT XXX. (MY COPLT AND FE WERE ALREADY ON BOARD.) AT THE DOOR TO THE JETWAY WERE 3 FLT ATTENDANTS WHO HAD JUST ARRIVED FROM ANOTHER FLT, AND THEY WERE ARGUING WITH 2 GATE AGENTS, WHO WANTED TO BOARD THE ACFT. THE AGENTS SAID THAT SINCE IT WAS A 'THROUGH FLT' (FLT NUMBER HADN'T CHANGED), THAT ALL THEY NEEDED IN ORDER TO BOARD WAS THE 1 FLT ATTENDANT WHO WAS ALREADY ON BOARD. THE SOLO FLT ATTENDANT, WHO WAS FAIRLY NEW, DID NOT WANT TO BOARD A FULL ACFT ALONE, PARTICULARLY SINCE SAFETY CHKS HAD NOT BEEN ACCOMPLISHED. THE FO HAD SUPPORTED HER AND RELAYED THIS TO THE GATE AGENTS. THE OTHER 3 FLT ATTENDANTS ALSO EXPRESSED THEIR CONCERN OVER BOARDING WITH 1 FLT ATTENDANT AND NO SAFETY CHKS. WHEN I ARRIVED, THE AGENT WAVED A PIECE OF PAPER IN MY FACE AND SAID, 'ALL WE NEED IS ONE.' I SAID, 'I CONSIDER THAT TO BE UNSAFE.' I WENT DOWN THE JETWAY WITH THE OTHER 3 FLT ATTENDANTS AND AFTER THEY HAD DONE THEIR CHKS, WE BOARDED THE ACFT. A FLT MGR CALLED ON THE JETWAY PHONE, APPARENTLY TO HARASS ME, BUT I IGNORED HIM BECAUSE I WAS TOO BUSY.
