Narrative:
VFR flight plan filed and activated eyw upon departure. Requested and received flight following during entire route of flight. On arrival at fxe, I requested and received confirmation that tower would close my flight plan. Flight took approximately 45 mins longer due to headwinds than anticipated. ZMA called our office complaining and threatening action as flight plan had not been updated with FSS en route. This pilot assumed that since flight following was in use that an update was established. (No link is made I am told by center, even though a flight plan was active.)

Title: A C172 COMMERCIAL PLT IS NOTIFIED BY ZMA THAT ACTION MAY BE TAKEN FOR PLT NOT UPDATING HIS ETA AT FXE. ACFT WAS 45 MINS OVERDUE.
Narrative: VFR FLT PLAN FILED AND ACTIVATED EYW UPON DEP. REQUESTED AND RECEIVED FLT FOLLOWING DURING ENTIRE RTE OF FLT. ON ARR AT FXE, I REQUESTED AND RECEIVED CONFIRMATION THAT TWR WOULD CLOSE MY FLT PLAN. FLT TOOK APPROX 45 MINS LONGER DUE TO HEADWINDS THAN ANTICIPATED. ZMA CALLED OUR OFFICE COMPLAINING AND THREATENING ACTION AS FLT PLAN HAD NOT BEEN UPDATED WITH FSS ENRTE. THIS PLT ASSUMED THAT SINCE FLT FOLLOWING WAS IN USE THAT AN UPDATE WAS ESTABLISHED. (NO LINK IS MADE I AM TOLD BY CTR, EVEN THOUGH A FLT PLAN WAS ACTIVE.)
