Narrative:
Normal ILS approach runway 18R clt (10000 ft). Left thrust reverser inoperative, braking action reports 'poor' by several aircraft, touchdown normal. Applied idle reverse on right engine (maximum 1.2 EPR). Aircraft decelerated normally with respect to runway conditions until 1/2 way down runway 18R. Full brake application at this point was ineffective. We attempted to turn off at last intersection east, but was unable due to runway conditions. At approximately XA00, aircraft departed end of runway with main gear still on pavement. Passenger remained seated and calm. By XB00, all passenger had deplaned via L2 door down portable stairs onto busses, which took them to the terminal.

Title: CAPT OF AN MD80 SLID OFF OF THE END OF THE RWY WITH THE NOSEWHEEL DURING LNDG ROLL ON ICY RWY.
Narrative: NORMAL ILS APCH RWY 18R CLT (10000 FT). L THRUST REVERSER INOP, BRAKING ACTION RPTS 'POOR' BY SEVERAL ACFT, TOUCHDOWN NORMAL. APPLIED IDLE REVERSE ON R ENG (MAX 1.2 EPR). ACFT DECELERATED NORMALLY WITH RESPECT TO RWY CONDITIONS UNTIL 1/2 WAY DOWN RWY 18R. FULL BRAKE APPLICATION AT THIS POINT WAS INEFFECTIVE. WE ATTEMPTED TO TURN OFF AT LAST INTXN E, BUT WAS UNABLE DUE TO RWY CONDITIONS. AT APPROX XA00, ACFT DEPARTED END OF RWY WITH MAIN GEAR STILL ON PAVEMENT. PAX REMAINED SEATED AND CALM. BY XB00, ALL PAX HAD DEPLANED VIA L2 DOOR DOWN PORTABLE STAIRS ONTO BUSSES, WHICH TOOK THEM TO THE TERMINAL.
