Narrative:

C152. Aircraft X approached rvs from southwest, cleared to runway 19L by tul approach. We contacted rvs on runway 19L frequency and requested change to runway 19R. Change was approved and we were told to contact rvs tower runway 19R on 120.3. We contacted tower on 120.3 and were told to enter left downwind for runway 19R. No TA's were given. We entered left downwind at traffic pattern altitude and turned base at pilot's discretion. At point where turn to final was required, we contacted tower as no further communication had been received. We asked if we were cleared to land. Tower said no we were not cleared to land. At that point, aircraft Y called 'that plane nearly got us,' and we looked to our right to see another C152 taking evasive action. We also took evasive action to left. At this point, rvs tower told us to switch to runway 19L. No further communication was received other than being told to contact rvs ground. Further notes: at takeoff time we had to contact rvs ground twice to inform that runup was complete before response was received. After switching to tower, we had to contact tower twice to tell them we were #1 at runway 19R before response was received. After second slow response, both student and CFI commented that rvs tower was very slow, and 'must be watching the ball game.' traffic at rvs was very light due to windy conditions.

Title: C152 TAKES AVOIDANCE ACTION FROM ANOTHER CESSNA AT RVS, OK. COMPLAINS TWR IS UNRESPONSIVE AND GAVE NO TA'S.

Narrative: C152. ACFT X APCHED RVS FROM SW, CLRED TO RWY 19L BY TUL APCH. WE CONTACTED RVS ON RWY 19L FREQ AND REQUESTED CHANGE TO RWY 19R. CHANGE WAS APPROVED AND WE WERE TOLD TO CONTACT RVS TWR RWY 19R ON 120.3. WE CONTACTED TWR ON 120.3 AND WERE TOLD TO ENTER L DOWNWIND FOR RWY 19R. NO TA'S WERE GIVEN. WE ENTERED L DOWNWIND AT TFC PATTERN ALT AND TURNED BASE AT PLT'S DISCRETION. AT POINT WHERE TURN TO FINAL WAS REQUIRED, WE CONTACTED TWR AS NO FURTHER COM HAD BEEN RECEIVED. WE ASKED IF WE WERE CLRED TO LAND. TWR SAID NO WE WERE NOT CLRED TO LAND. AT THAT POINT, ACFT Y CALLED 'THAT PLANE NEARLY GOT US,' AND WE LOOKED TO OUR R TO SEE ANOTHER C152 TAKING EVASIVE ACTION. WE ALSO TOOK EVASIVE ACTION TO L. AT THIS POINT, RVS TWR TOLD US TO SWITCH TO RWY 19L. NO FURTHER COM WAS RECEIVED OTHER THAN BEING TOLD TO CONTACT RVS GND. FURTHER NOTES: AT TKOF TIME WE HAD TO CONTACT RVS GND TWICE TO INFORM THAT RUNUP WAS COMPLETE BEFORE RESPONSE WAS RECEIVED. AFTER SWITCHING TO TWR, WE HAD TO CONTACT TWR TWICE TO TELL THEM WE WERE #1 AT RWY 19R BEFORE RESPONSE WAS RECEIVED. AFTER SECOND SLOW RESPONSE, BOTH STUDENT AND CFI COMMENTED THAT RVS TWR WAS VERY SLOW, AND 'MUST BE WATCHING THE BALL GAME.' TFC AT RVS WAS VERY LIGHT DUE TO WINDY CONDITIONS.
