Narrative:
B727 passed over a JS31 on takeoff when JS31 taxied across runway after acknowledging to hold short. It has already been reported! I just want to express my suggestions on how to stop it from happening again. Yellow wigwag lights are installed (change them to red!). Cut rumble strips in pavement next to runways (like on the highway). Instead of outlining all holding position markings in black (outline them in retroreflective blaze orange or retroreflective neon green). Make runways on commercial charts (maps) red! Callback conversation with reporter revealed the following information: reporter is a controller. The incident involved occurred XA00 jan/fri/00 at mke at the intersection of taxiway M and runway 1L. The B727 reported rotating early to avoid the crossing jetstream clearing it by an estimated 20-50 ft. The jetstream had acknowledged the hold short clearance but did not comply. Reporter indicated that there had been approximately 18 runway incursion incidents at mke in the last 2 yrs or so.

Narrative: B727 PASSED OVER A JS31 ON TKOF WHEN JS31 TAXIED ACROSS RWY AFTER ACKNOWLEDGING TO HOLD SHORT. IT HAS ALREADY BEEN RPTED! I JUST WANT TO EXPRESS MY SUGGESTIONS ON HOW TO STOP IT FROM HAPPENING AGAIN. YELLOW WIGWAG LIGHTS ARE INSTALLED (CHANGE THEM TO RED!). CUT RUMBLE STRIPS IN PAVEMENT NEXT TO RWYS (LIKE ON THE HWY).
