Narrative:
At 100 ft AGL on landing in pbi, business jet hawker crossed runway 27 (our landing runway) at far end of field (taxiway F). Tower was in process of turning airport around missed the crossing, or forgot we were landing on runway 27. Either way it was a runway incursion on our runway.

Title: RWY INCURSION. A BRITISH AEROSPACE HAWKER CROSSED OVER FAR END OF RWY IN FRONT OF LNDG ACR LGT.
Narrative: AT 100 FT AGL ON LNDG IN PBI, BUSINESS JET HAWKER CROSSED RWY 27 (OUR LNDG RWY) AT FAR END OF FIELD (TXWY F). TWR WAS IN PROCESS OF TURNING ARPT AROUND MISSED THE XING, OR FORGOT WE WERE LNDG ON RWY 27. EITHER WAY IT WAS A RWY INCURSION ON OUR RWY.
