Narrative:
Conditions: moderate snowfall, slick txwys, RVR 5000 ft. Taxi via taxiway a, taxiway A13, taxiway M3, taxiway M runway 9R. Hold short of runway 14 and follow an air carrier at taxiway M2. Just short of turning onto taxiway M, the captain saw a B747 traveling on taxiway M towards us at 30-40 mph. We were able to stop. We asked ground who was supposed to give way to who -- with no response -- 3 times. Finally told ground how close it was -- 20 ft, and they said roger, and then changed controllers. Never heard B747 talk to ground or us. They could not have stopped if we had proceeded as instructed.
