Narrative:
During deicing, the captain appeared fatigued and disoriented. He was turning on and off random switches prior to an engine start. I asked if he was feeling ok. He stated he was tired. He continued to act strange, and I determined that we could not continue with the flight. I called company requesting a passenger van and paramedics. I called the flight attendant and non revenue air carrier crew member to come to the cockpit to discuss the situation. I requested the flight attendant to make a PA to the passenger. The passenger were deplaned and paramedics assisted the captain. I called dispatch informing them of the situation and requesting maintenance or another captain to relocate the aircraft. The captain was taken to the hospital. It was believed he had low blood sugar. Another captain assisted me in relocating the aircraft. The aircraft was secured, and the flight was canceled. I discussed the event with the chief pilot.

Title: FO OF AN MDT TURBOPROP CANCELED THE FLT WHILE PARKED ON THE DEICING PAD WITH PAX AFTER HE NOTICED THE CAPT ACTING IN AN ILL MANNER AND SEEMINGLY NOT CAPABLE OF FULFILLING HIS FLT DUTY RESPONSIBILITIES.
Narrative: DURING DEICING, THE CAPT APPEARED FATIGUED AND DISORIENTED. HE WAS TURNING ON AND OFF RANDOM SWITCHES PRIOR TO AN ENG START. I ASKED IF HE WAS FEELING OK. HE STATED HE WAS TIRED. HE CONTINUED TO ACT STRANGE, AND I DETERMINED THAT WE COULD NOT CONTINUE WITH THE FLT. I CALLED COMPANY REQUESTING A PAX VAN AND PARAMEDICS. I CALLED THE FLT ATTENDANT AND NON REVENUE ACR CREW MEMBER TO COME TO THE COCKPIT TO DISCUSS THE SIT. I REQUESTED THE FLT ATTENDANT TO MAKE A PA TO THE PAX. THE PAX WERE DEPLANED AND PARAMEDICS ASSISTED THE CAPT. I CALLED DISPATCH INFORMING THEM OF THE SIT AND REQUESTING MAINT OR ANOTHER CAPT TO RELOCATE THE ACFT. THE CAPT WAS TAKEN TO THE HOSPITAL. IT WAS BELIEVED HE HAD LOW BLOOD SUGAR. ANOTHER CAPT ASSISTED ME IN RELOCATING THE ACFT. THE ACFT WAS SECURED, AND THE FLT WAS CANCELED. I DISCUSSED THE EVENT WITH THE CHIEF PLT.
