Narrative:
Was cleared for the cedar lake 7 arrival to phl. ZNY cleared our flight to cross cedar lake at 9000 ft. We acknowledged the clearance and began a descent from 14000 ft to 9000 ft. At about 12000 ft, ZNY said 'air carrier xyz, where are you going?' we responded 'we were cleared to cross cedar lake at 9000 ft.' the controller's response was 'descend to 11000 ft.' shortly thereafter, we were reclred to 9000 ft.
