Narrative:
Aircraft X had announced on unicom 122.9 back taxi to runway 27 after run-up and checklist completion. Announced departing runway 27 hidden river on 122.9. Commenced takeoff roll and lifted off. At that moment, C182 (Y) taxiing north on blind taxiway (tall pine trees and a hangar), without stopping, taxied onto the runway, eastbound directly in path of aircraft X. Aircraft X took evasive action to the right and climbed over and just to the north of C182 (Y). Pilot of C182 admitted he was on the wrong ATIS srq frequency and that he did not see aircraft X.

Title: C182 ENTERS RWY IN FRONT OF ACFT ON TKOF ROLL CAUSING NMAC AS TKOF ACFT LIFTS OFF AND TAKES AVOIDANCE ACTION. OFFENDING PLT LATER ADMITS TO NOT BEING ON UNICOM CTAF FREQ. THERE IS ALSO A VISUAL SIGHT PROB AT THIS ARPT DUE TO TREES ALONG TXWY.
Narrative: ACFT X HAD ANNOUNCED ON UNICOM 122.9 BACK TAXI TO RWY 27 AFTER RUN-UP AND CHKLIST COMPLETION. ANNOUNCED DEPARTING RWY 27 HIDDEN RIVER ON 122.9. COMMENCED TKOF ROLL AND LIFTED OFF. AT THAT MOMENT, C182 (Y) TAXIING N ON BLIND TXWY (TALL PINE TREES AND A HANGAR), WITHOUT STOPPING, TAXIED ONTO THE RWY, EBOUND DIRECTLY IN PATH OF ACFT X. ACFT X TOOK EVASIVE ACTION TO THE R AND CLBED OVER AND JUST TO THE N OF C182 (Y). PLT OF C182 ADMITTED HE WAS ON THE WRONG ATIS SRQ FREQ AND THAT HE DID NOT SEE ACFT X.
