Narrative:

Air carrier's new airport analysis by commercial supplier has a procedure that is a safety concern. The engine failure procedure for runway 14 at ith says 'reaching D 1.2 ith or 1200 ft left turn heading 325 degrees with a flap retraction altitude of 2099 ft. The airport elevation in ith is 1099 ft. This procedure has us turning left at 100 ft AGL towards the terrain and obstacles (towers) with an inoperative engine. This contradicts the IFR departure procedure on the approach plate states (runway 14) 'climb right turn to 2500 ft via the ith VOR 200 degree radial before proceeding on course.'
