Narrative:
The aircraft failed to pressurize. We took off out of cincinnati international airport and at 10000 ft realized something was wrong with the pressurization. We stopped our climb and began a descent running through our checklists and leveling off at 10000 ft. There was no emergency declared and everyone was fine. The oxygen masks did deploy in-flight. After going through all the checklists we realized the packs were still left off. We turned them on and everything went back to normal. There was no injuries and no damage to the aircraft except for deployment of the oxygen masks. The aircraft was reconfigured differently than what was briefed and the packs were missed as they are not in the checklist. Supplemental information from acn 463328: aircraft air supply set up by first officer as an APU inoperative situation after briefed on using APU air for the air supply. First officer unable to stop climb before 13000 ft and passenger oxygen mask deployed. After completion of checklist noticed that #1 and #2 packs were not on. Turned packs on and pressurization was normal. First factor that must have had an effect on the situation was the first officer setting up the air supply not as briefed. The checklist, specifically the after takeoff checklist, does not have the packs referred to.

Title: PAX MASKS DROP ON ACR ACFT DUE FLC FAILING TO TURN ON PRESSURIZATION PACKS.
Narrative: THE ACFT FAILED TO PRESSURIZE. WE TOOK OFF OUT OF CINCINNATI INTL ARPT AND AT 10000 FT REALIZED SOMETHING WAS WRONG WITH THE PRESSURIZATION. WE STOPPED OUR CLB AND BEGAN A DSCNT RUNNING THROUGH OUR CHKLISTS AND LEVELING OFF AT 10000 FT. THERE WAS NO EMER DECLARED AND EVERYONE WAS FINE. THE OXYGEN MASKS DID DEPLOY INFLT. AFTER GOING THROUGH ALL THE CHKLISTS WE REALIZED THE PACKS WERE STILL LEFT OFF. WE TURNED THEM ON AND EVERYTHING WENT BACK TO NORMAL. THERE WAS NO INJURIES AND NO DAMAGE TO THE ACFT EXCEPT FOR DEPLOYMENT OF THE OXYGEN MASKS.
