Narrative:

Air carrier flight XXX, aircraft #xyz, an F100. Aircraft had an MEL 32-31-1 and a cdl 52-05 on it. The previous leg was ferry flight wwx on feb/mon/00. They wrote up 'on ferry flight left and right main landing gear did not retract.' (nose gear came up ok.) recycled. No change. The maintenance sign off was 'reviewed procedure to secure left hand main landing gear door sequence valve to the open position per ea (engineering authority/authorized) #abcx.' wired valve control down in open position. We took off from clt and had the identical malfunction as the ferry flight. The mains would not retract and the nose gear did. We did the QRH procedure which required a recycle of the gear without success. We returned to ZZZ without further incident.
