Narrative:
Reporter flew a piper PA23-250 from ryv to rox. He encountered WX and some icing that was within the capabilities of his aircraft system to handle. After arriving in visual condition he landed and conducted his business. He later planned for the return flight. He determined from 2 checks of the WX with flight service during his preflight planning that he would return by a slightly different routing because of the reported WX along his route. Along the route he encountered icing beyond the capabilities of his aircraft system to handle. He requested assistance from ARTCC who vectored him to the airport serving amery, wi (ahh). This airport is unattended and had runways that were covered with 3-4 inches of snow that was on top of ice. With the ice on the aircraft causing control and visibility problems the decision was made to land with no flaps or runway lighting. The result was a touchdown on the runway but the aircraft ended up in the snow bank off the side. There were no injuries.

Title: PIPER PLT ENCOUNTERS SEVERE ICING AND USES ARTCC TO FIND AN UNATTENDED UNPLOWED ARPT FOR LNDG. RESULT WAS A RWY EXCURSION.
Narrative: RPTR FLEW A PIPER PA23-250 FROM RYV TO ROX. HE ENCOUNTERED WX AND SOME ICING THAT WAS WITHIN THE CAPABILITIES OF HIS ACFT SYS TO HANDLE. AFTER ARRIVING IN VISUAL CONDITION HE LANDED AND CONDUCTED HIS BUSINESS. HE LATER PLANNED FOR THE RETURN FLT. HE DETERMINED FROM 2 CHKS OF THE WX WITH FLT SVC DURING HIS PREFLT PLANNING THAT HE WOULD RETURN BY A SLIGHTLY DIFFERENT ROUTING BECAUSE OF THE RPTED WX ALONG HIS RTE. ALONG THE RTE HE ENCOUNTERED ICING BEYOND THE CAPABILITIES OF HIS ACFT SYS TO HANDLE. HE REQUESTED ASSISTANCE FROM ARTCC WHO VECTORED HIM TO THE ARPT SERVING AMERY, WI (AHH). THIS ARPT IS UNATTENDED AND HAD RWYS THAT WERE COVERED WITH 3-4 INCHES OF SNOW THAT WAS ON TOP OF ICE. WITH THE ICE ON THE ACFT CAUSING CTL AND VISIBILITY PROBS THE DECISION WAS MADE TO LAND WITH NO FLAPS OR RWY LIGHTING. THE RESULT WAS A TOUCHDOWN ON THE RWY BUT THE ACFT ENDED UP IN THE SNOW BANK OFF THE SIDE. THERE WERE NO INJURIES.
