Narrative:
Review the government and commercial approach charts for frederick (fdk), md. A fellow ATP pilot and I were training at this airport and using these approach charts. He was using the government chart and stated that he would pass numbe outbound and execute the procedure turn. I was familiar with the commercial chart procedure and said that the procedure turn should be inside numbe. After some friendly chiding to each other we realized we were both correct according to the charts. However, if you use the government chart and are flying a cessna 172 you may be able to make the turn and stay within the 10 mi protected area, but we were flying a pilatus and would have exceeded the 10 mi radius. As a pilot examiner I would have had to fail the applicant as the practical test standards were exceeded. Stretching the situation some, there could be some obstacle outside the 10 mi area that would ruin the pilot's day. I know this geographic area and know there aren't, but if this procedure were elsewhere, there is a potential for a big problem.

Title: RPTR NOTES APPARENT DISPARITIES IN FDK PROC TURN AS DEPICTED ON COMMERCIAL VERSUS GOV CHARTS FOR ILS RWY 23.
Narrative: REVIEW THE GOV AND COMMERCIAL APCH CHARTS FOR FREDERICK (FDK), MD. A FELLOW ATP PLT AND I WERE TRAINING AT THIS ARPT AND USING THESE APCH CHARTS. HE WAS USING THE GOV CHART AND STATED THAT HE WOULD PASS NUMBE OUTBOUND AND EXECUTE THE PROC TURN. I WAS FAMILIAR WITH THE COMMERCIAL CHART PROC AND SAID THAT THE PROC TURN SHOULD BE INSIDE NUMBE. AFTER SOME FRIENDLY CHIDING TO EACH OTHER WE REALIZED WE WERE BOTH CORRECT ACCORDING TO THE CHARTS. HOWEVER, IF YOU USE THE GOV CHART AND ARE FLYING A CESSNA 172 YOU MAY BE ABLE TO MAKE THE TURN AND STAY WITHIN THE 10 MI PROTECTED AREA, BUT WE WERE FLYING A PILATUS AND WOULD HAVE EXCEEDED THE 10 MI RADIUS. AS A PLT EXAMINER I WOULD HAVE HAD TO FAIL THE APPLICANT AS THE PRACTICAL TEST STANDARDS WERE EXCEEDED.
