Narrative:
I was flying a visual approach to runway 13R at psp. On final at 1000 ft AGL the wind was 30 KTS left quartering tailwind. The wind moved to the right and decreased to 5 to 8 KTS. The reported wind was 160 degrees at 13 KTS. The touchdown was normal and on speed. When the thrust reverser were opened the aircraft weathervaned to the left. The brakes and steering appeared to be ineffective. The left main departed the left side of the runway. The thrust reversers were stowed and aircraft control was regained. The aircraft was then stopped on the runway and then taxied to the gate.
