Narrative:

Captain and first officer recall hearing descent clearance from 7000 ft to 4000 ft. First officer flying. Captain read back 4000 ft and set altitude alert to 4000 ft. First officer descended to 4000 ft. Approximately 1 min after leveling at 4000 ft controller said, '...air carrier X you should be at 6000 ft...' responded that we were given and read back 4000 ft and asked whether or not to climb to 6000 ft. Controller replied no, stay at 4000 ft. We did not encounter any TCASII alert or visual traffic conflict. Proceeded to land at ewr without incident.
