Narrative:
C550 level at 14500 ft northwest of apache peak, nwbound toward tucson for practice approachs, squawking XXXX, with instructions to contact tucson approach on frequency 125.1. Prior to establishing contact with tucson approach, a white with orange C12 type king air crossed directly overhead at approximately 100+ ft. Tucson TRACON frequency was saturated and it took an inordinate amount of time to contact. Telephone conversation with controllers advised me that the sbound aircraft was not noticed or seen until after the handoff at the edge of the libby radar.

Title: A C550 FLC IS SURPRISED WHEN A KING AIR PASSES 100 FT DIRECTLY OVER THEM IN THE OPPOSITE DIRECTION WHILE PROCEEDING VFR TO TUS, AZ.
Narrative: C550 LEVEL AT 14500 FT NW OF APACHE PEAK, NWBOUND TOWARD TUCSON FOR PRACTICE APCHS, SQUAWKING XXXX, WITH INSTRUCTIONS TO CONTACT TUCSON APCH ON FREQ 125.1.
