ZNY assigned bunts intersection at 11000 ft. We complied and were switched to phl approach. We checked on and after a few mins asked why we were not at 10000 ft? We were given immediate clearance to 10000 ft and then to 4000 ft.

Title: FLC OF B757 WERE QUESTIONED BY APCH CTLR AS TO WHY THEY WERE AT THE ALT AT WHICH THEY WERE LEVEL AND THEN IMMEDIATELY CLRED THEM TO A LOWER ALT. THEY HAD BEEN ASSIGNED THE PREVIOUSLY ALT BY ARTCC CTLR.
Narrative: ZNY ASSIGNED BUNTS INTXN AT 11000 FT. WE COMPLIED AND WERE SWITCHED TO PHL APCH. WE CHKED ON AND AFTER A FEW MINS ASKED WHY WE WERE NOT AT 10000 FT? WE WERE GIVEN IMMEDIATE CLRNC TO 10000 FT AND THEN TO 4000 FT.
