Narrative:
At departure time, jet bridge pulled, I was dispatched to aircraft xyz for a missing cargo net as per fleet service. Net was found to be missing. I questioned the fact that it was needed, due to the cargo door opening outward, not inward. On an inward opening door the net would catch loose cargo so the door would still be able to open. Outward opening door cargo shifting shouldn't affect door opening. I confirmed with same fleet type aircraft XXX, that the net was not installed. Based on what I felt was the intent of the cargo net, and verifying that aircraft XXX did not have the cargo net also, I let it dispatch out. I was informed by supervisor abcz it was a 'no go' item, the net needed to be installed.

Title: AN MD11 WAS DISPATCHED IN NON COMPLIANCE WITH A MISSING BULK CARGO DOOR NET, A REQUIRED ITEM.
Narrative: AT DEP TIME, JET BRIDGE PULLED, I WAS DISPATCHED TO ACFT XYZ FOR A MISSING CARGO NET AS PER FLEET SVC. NET WAS FOUND TO BE MISSING. I QUESTIONED THE FACT THAT IT WAS NEEDED, DUE TO THE CARGO DOOR OPENING OUTWARD, NOT INWARD. ON AN INWARD OPENING DOOR THE NET WOULD CATCH LOOSE CARGO SO THE DOOR WOULD STILL BE ABLE TO OPEN. OUTWARD OPENING DOOR CARGO SHIFTING SHOULDN'T AFFECT DOOR OPENING. I CONFIRMED WITH SAME FLEET TYPE ACFT XXX, THAT THE NET WAS NOT INSTALLED. BASED ON WHAT I FELT WAS THE INTENT OF THE CARGO NET, AND VERIFYING THAT ACFT XXX DID NOT HAVE THE CARGO NET ALSO, I LET IT DISPATCH OUT. I WAS INFORMED BY SUPVR ABCZ IT WAS A 'NO GO' ITEM, THE NET NEEDED TO BE INSTALLED.
