Narrative:
We were being vectored toward the runway 30L final. We were on an assigned of heading 050 degrees at 5000 ft. ATC called us, 'flight XXX, approach.' we acknowledged, 'flight XXX, go ahead.' ATC called, 'flight XXX, acknowledge the turn.' we responded, 'flight XXX, we haven't received any instructions to turn.' ATC, 'turn right to 140 degrees, we have called you 5 times with no response.' we acknowledged turn. ATC (with a new controller), 'flight XXX turn left 120 degrees, descend to 4000 ft.' the turn was needed to avoid a conflict with a DC10 on final approach. The DC10 was at our altitude and at our 12 O'clock position, 5 mi (on TCASII), prior to the turn. We saw the DC10 visually above the overcast. I believe that there was a failure with ATC radio equipment. Once the problem was fixed I believe the controller, with a sense of urgency, didn't allow enough time between radio calls to hear us, covering each others xmissions.

Title: ACR ON VECTORS FOR APCH TO MSP HAS DIFFICULTY COMMUNICATING WITH CTLR. HE SUSPECTS EQUIP PROB IN ATC FACILITY.
Narrative: WE WERE BEING VECTORED TOWARD THE RWY 30L FINAL. WE WERE ON AN ASSIGNED OF HDG 050 DEGS AT 5000 FT. ATC CALLED US, 'FLT XXX, APCH.' WE ACKNOWLEDGED, 'FLT XXX, GO AHEAD.' ATC CALLED, 'FLT XXX, ACKNOWLEDGE THE TURN.' WE RESPONDED, 'FLT XXX, WE HAVEN'T RECEIVED ANY INSTRUCTIONS TO TURN.' ATC, 'TURN R TO 140 DEGS, WE HAVE CALLED YOU 5 TIMES WITH NO RESPONSE.' WE ACKNOWLEDGED TURN. ATC (WITH A NEW CTLR), 'FLT XXX TURN L 120 DEGS, DSND TO 4000 FT.' THE TURN WAS NEEDED TO AVOID A CONFLICT WITH A DC10 ON FINAL APCH. THE DC10 WAS AT OUR ALT AND AT OUR 12 O'CLOCK POS, 5 MI (ON TCASII), PRIOR TO THE TURN. WE SAW THE DC10 VISUALLY ABOVE THE OVCST. I BELIEVE THAT THERE WAS A FAILURE WITH ATC RADIO EQUIP. ONCE THE PROB WAS FIXED I BELIEVE THE CTLR, WITH A SENSE OF URGENCY, DIDN'T ALLOW ENOUGH TIME BTWN RADIO CALLS TO HEAR US, COVERING EACH OTHERS XMISSIONS.
