Narrative:
Damaged spoiler found on walkaround after aircraft arrival. Persons involved with spoiler removal did not follow maintenance manual procedures. Safety tool not available at time of removal. Local management allowed individuals to proceed to get the aircraft fixed sooner, rather than wait until tool was available. First spoiler was damaged on installation and new spoiler and safety tool arrived next day, second spoiler was installed and aircraft was released for flight. Flight delay and later cancellation incurred.

Title: A B747-200 UNDERGOING A SPOILER REPLACEMENT USING UNAPPROVED PROCS AND NO AVAILABLE SAFETY TOOLS DAMAGED THE REPLACEMENT SPOILER.
Narrative: DAMAGED SPOILER FOUND ON WALKAROUND AFTER ACFT ARR. PERSONS INVOLVED WITH SPOILER REMOVAL DID NOT FOLLOW MAINT MANUAL PROCS. SAFETY TOOL NOT AVAILABLE AT TIME OF REMOVAL. LCL MGMNT ALLOWED INDIVIDUALS TO PROCEED TO GET THE ACFT FIXED SOONER, RATHER THAN WAIT UNTIL TOOL WAS AVAILABLE. FIRST SPOILER WAS DAMAGED ON INSTALLATION AND NEW SPOILER AND SAFETY TOOL ARRIVED NEXT DAY, SECOND SPOILER WAS INSTALLED AND ACFT WAS RELEASED FOR FLT. FLT DELAY AND LATER CANCELLATION INCURRED.
