Narrative:
After takeoff from jax, RAPCON directed left turn towards a light aircraft with which they had radio contact. ATC directed turn put the 2 aircraft on a collision course. TCASII directed an RA for 2000 FPM descent while DC9 was in a 2000 FPM climb.
