Narrative:
Small GA aircraft landed on runway 23R as we held short of runway 23R full length. After being cleared into position, we were cleared for takeoff. We began a normal takeoff roll on runway 23R, full length. At approximately 110 KTS with a 145 KT rotation speed, both pilots saw that the light civil aircraft was still on the extreme left side of runway 23R moving slowly toward taxiway C or D. A high speed abort appeared risky so we moved our aircraft to the right of centerline to ensure clearance from the light civil. The captain transmitted over tower frequency that the light civil needed to clear the runway rapidly. As our nose gear cleared the runway we passed just to the right side of the light civil. Our aircraft was well right of centerline. On frequency change to departure, the tower said sorry about that. Supplemental information from acn 466394: I announced the need for light civil aircraft to clear runway 23R quickly. Near miss resulted. The entire takeoff roll was executed with both aircraft occupying the same active runway. I voice my ongoing concern about ATC handling at rdu.

Title: S80 FLC MAKE EVASIVE MANEUVER ON RWY 23R, RDU, TO AVOID SMA STILL ON RWY.
Narrative: SMALL GA ACFT LANDED ON RWY 23R AS WE HELD SHORT OF RWY 23R FULL LENGTH. AFTER BEING CLRED INTO POS, WE WERE CLRED FOR TKOF. WE BEGAN A NORMAL TKOF ROLL ON RWY 23R, FULL LENGTH. AT APPROX 110 KTS WITH A 145 KT ROTATION SPD, BOTH PLTS SAW THAT THE LIGHT CIVIL ACFT WAS STILL ON THE EXTREME L SIDE OF RWY 23R MOVING SLOWLY TOWARD TXWY C OR D. A HIGH SPD ABORT APPEARED RISKY SO WE MOVED OUR ACFT TO THE R OF CTRLINE TO ENSURE CLRNC FROM THE LIGHT CIVIL. THE CAPT XMITTED OVER TWR FREQ THAT THE LIGHT CIVIL NEEDED TO CLR THE RWY RAPIDLY. AS OUR NOSE GEAR CLRED THE RWY WE PASSED JUST TO THE R SIDE OF THE LIGHT CIVIL. OUR ACFT WAS WELL R OF CTRLINE. ON FREQ CHANGE TO DEP, THE TWR SAID SORRY ABOUT THAT. SUPPLEMENTAL INFO FROM ACN 466394: I ANNOUNCED THE NEED FOR LIGHT CIVIL ACFT TO CLR RWY 23R QUICKLY. NEAR MISS RESULTED. THE ENTIRE TKOF ROLL WAS EXECUTED WITH BOTH ACFT OCCUPYING THE SAME ACTIVE RWY. I VOICE MY ONGOING CONCERN ABOUT ATC HANDLING AT RDU.
