Narrative:
Lahso operations being conducted in rain and WX. Miami tower coordinating lahso operations with rain and WX on and around the airport. Runway 9R being reported 2400 ft RVR while I was on downwind. 5000 ft RVR on short final. Runway 9R wet with some standing water. Callback conversation with reporter revealed the following information: the runways involved were landing runway 9R and departing on runway 12. The crew refused the lahso clearance when approach control mentioned it. After contact with tower the lahso clearance was restated. The crew again refused the clearance and was berated by the tower local controller for doing so. After landing the captain called the tower and talked to the supervisor. The reporter expressed concern that the lahso clearance was given to a runway with restricted visibility and was wet with standing water. The tower supervisor was non-committal in his comments. The captain also reported this to his air carrier. Nothing has been heard here either.

Title: B757 CREW WAS ASSIGNED A LAHSO CLRNC IN LOW VISIBILITY AND ON A WET RWY IN MIA.
Narrative: LAHSO OPS BEING CONDUCTED IN RAIN AND WX. MIAMI TWR COORDINATING LAHSO OPS WITH RAIN AND WX ON AND AROUND THE ARPT. RWY 9R BEING RPTED 2400 FT RVR WHILE I WAS ON DOWNWIND. 5000 FT RVR ON SHORT FINAL. RWY 9R WET WITH SOME STANDING WATER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RWYS INVOLVED WERE LNDG RWY 9R AND DEPARTING ON RWY 12. THE CREW REFUSED THE LAHSO CLRNC WHEN APCH CTL MENTIONED IT. AFTER CONTACT WITH TWR THE LAHSO CLRNC WAS RESTATED. THE CREW AGAIN REFUSED THE CLRNC AND WAS BERATED BY THE TWR LCL CTLR FOR DOING SO. AFTER LNDG THE CAPT CALLED THE TWR AND TALKED TO THE SUPVR. THE RPTR EXPRESSED CONCERN THAT THE LAHSO CLRNC WAS GIVEN TO A RWY WITH RESTRICTED VISIBILITY AND WAS WET WITH STANDING WATER. THE TWR SUPVR WAS NON-COMMITTAL IN HIS COMMENTS. THE CAPT ALSO RPTED THIS TO HIS ACR. NOTHING HAS BEEN HEARD HERE EITHER.
