Narrative:
Cleared to cross itemm intersection at FL280. First officer was flying and started the descent at proper time. Flight attendant called up from cabin and asked me to check on connecting flts. First officer shallowed descent rate and I noticed too late restr would not be made. We ended up 800 ft high. Could not get in a transmission in time to alert ATC. I take full responsibility since this was a new first officer on his third trip. I should have told flight attendant I would call her back and paid attention to the restr.
