Narrative:

There was rapid thunderstorm development in vicinity of sat. Tops were to FL500 moving over the field. Flight had not yet departed dfw. The dispatcher prior to me had sent a message, with my concurrence, asking the flight not to depart and contact dispatch. The message was acknowledged. Approximately 15 mins later, the flight had departed dfw without a call to dispatch. Another message was sent by me explaining the WX situation in sat. Not only were the captain's actions poor customer service, being that if the flight had had to divert, their crew legality time would have expired, but a higher degree of safety could have been taken if the crew had contacted dispatch. Most airports within the flight's fuel range were in jeopardy of being impacted by thunderstorm activity. Better communication by the flight crew should have taken place.

Title: A DISPATCHER'S RPT REGARDING THE NON COMPLIANCE BY THE PIC OF AN MD80 IN DEP FOR SAT IN THE FACE OF TSTM ACTIVITY AND A REQUEST TO CALL DISPATCH PRIOR TO TKOF AT DFW, TX.

Narrative: THERE WAS RAPID TSTM DEVELOPMENT IN VICINITY OF SAT. TOPS WERE TO FL500 MOVING OVER THE FIELD. FLT HAD NOT YET DEPARTED DFW. THE DISPATCHER PRIOR TO ME HAD SENT A MESSAGE, WITH MY CONCURRENCE, ASKING THE FLT NOT TO DEPART AND CONTACT DISPATCH. THE MESSAGE WAS ACKNOWLEDGED. APPROX 15 MINS LATER, THE FLT HAD DEPARTED DFW WITHOUT A CALL TO DISPATCH. ANOTHER MESSAGE WAS SENT BY ME EXPLAINING THE WX SIT IN SAT. NOT ONLY WERE THE CAPT'S ACTIONS POOR CUSTOMER SVC, BEING THAT IF THE FLT HAD HAD TO DIVERT, THEIR CREW LEGALITY TIME WOULD HAVE EXPIRED, BUT A HIGHER DEG OF SAFETY COULD HAVE BEEN TAKEN IF THE CREW HAD CONTACTED DISPATCH. MOST ARPTS WITHIN THE FLT'S FUEL RANGE WERE IN JEOPARDY OF BEING IMPACTED BY TSTM ACTIVITY. BETTER COM BY THE FLC SHOULD HAVE TAKEN PLACE.
