Narrative:
En route from rdu to iah we were experiencing a rough ride at FL200. Icing conditions also existed. Reports of rides from other aircraft revealed, continuous light turbulence at higher flight level. The captain asked ZTL how the rides were at FL200. The controller replied he was busy. The captain said to me he was going to call the previous controller to get the ride report at FL200. Then ZTL controller gave us a climb to FL240 and at the same time I placed FL240 in the altitude window, the captain said we were cleared to descend to FL200 by the center controller he had called on the secondary radio. When I advised we had just been cleared to climb to FL240 he asked his controller on #2 radio 'who is controling us.' the response was 'I am.' when I relayed this information to the original controller on #1 radio, he seemed as confused as I was and advised to descend to FL200 and be level in 30 seconds. We then were advised to call ATC supervisor to discuss the situation. The captain called ZTL supervisor and they both agreed that some confusion existed but that no violations or reports were applicable.

Title: CONFUSION OVER WHO IS CTLING THE FLT WHILE SPEAKING WITH 2 DIFFERENT CTLRS ON 2 DIFFERENT RADIOS IN ZTL AIRSPACE.
Narrative: ENRTE FROM RDU TO IAH WE WERE EXPERIENCING A ROUGH RIDE AT FL200. ICING CONDITIONS ALSO EXISTED. RPTS OF RIDES FROM OTHER ACFT REVEALED, CONTINUOUS LIGHT TURB AT HIGHER FLT LEVEL. THE CAPT ASKED ZTL HOW THE RIDES WERE AT FL200. THE CTLR REPLIED HE WAS BUSY. THE CAPT SAID TO ME HE WAS GOING TO CALL THE PREVIOUS CTLR TO GET THE RIDE RPT AT FL200. THEN ZTL CTLR GAVE US A CLB TO FL240 AND AT THE SAME TIME I PLACED FL240 IN THE ALT WINDOW, THE CAPT SAID WE WERE CLRED TO DSND TO FL200 BY THE CTR CTLR HE HAD CALLED ON THE SECONDARY RADIO.
