Narrative:
While on a scheduled passenger flight from phx to ont, we avoided what could have been a runway incursion. Cleared to land on runway 26R, and on a 1-2 mi final, I heard the tower controller tell an aircraft Y to 'position and hold runway 26R.' thinking the aircraft Y pilot could see us on short final, he would not accept the clearance and/or wait until we touched down, I said to my captain, 'if he moves, I'll say something.' I saw his propellers pitch forward, and he started to creep forward, so I transmitted on tower frequency 'you may want to wait until we land.' the aircraft Y pilot responded immediately by stopping, what looked to be short of the runway. A normal landing/rollout was accomplished and apology made by controller.
Original NASA ASRS Text
Title: ADVISORY GIVEN BY LNDG CREW WHEN ANOTHER ACFT IS CLRED ONTO THE LNDG RWY AT ONT, CA.
Narrative: WHILE ON A SCHEDULED PAX FLT FROM PHX TO ONT, WE AVOIDED WHAT COULD HAVE BEEN A RWY INCURSION. CLRED TO LAND ON RWY 26R, AND ON A 1-2 MI FINAL, I HEARD THE TWR CTLR TELL AN ACFT Y TO 'POS AND HOLD RWY 26R.' THINKING THE ACFT Y PLT COULD SEE US ON SHORT FINAL, HE WOULD NOT ACCEPT THE CLRNC AND/OR WAIT UNTIL WE TOUCHED DOWN, I SAID TO MY CAPT, 'IF HE MOVES, I'LL SAY SOMETHING.' I SAW HIS PROPS PITCH FORWARD, AND HE STARTED TO CREEP FORWARD, SO I XMITTED ON TWR FREQ 'YOU MAY WANT TO WAIT UNTIL WE LAND.' THE ACFT Y PLT RESPONDED IMMEDIATELY BY STOPPING, WHAT LOOKED TO BE SHORT OF THE RWY. A NORMAL LNDG/ROLLOUT WAS ACCOMPLISHED AND APOLOGY MADE BY CTLR.
