Narrative:
On victor airway at 9000 ft, requested practice VOR approach runway 33 at santa flight engineer. Cleared for the approach and were not on vectors. Attempted to contact santa flight engineer tower 3 times with no response. Previously reported unable to hold altitude due to turbulence to center controller. I was instructing instrument student at the time. Inadvertently descended below MEA. I was told by tower controller that center advised we had descended below MEA.

Title: PA28 UNABLE TO HOLD ALT BECAUSE OF TURB AND DSNDS BELOW MEA. ARTCC DETECTS THIS AND FORWARDS INFO TO SAF TWR.
Narrative: ON VICTOR AIRWAY AT 9000 FT, REQUESTED PRACTICE VOR APCH RWY 33 AT SANTA FE. CLRED FOR THE APCH AND WERE NOT ON VECTORS. ATTEMPTED TO CONTACT SANTA FE TWR 3 TIMES WITH NO RESPONSE.
