Narrative:

On victor airway at 9000 ft, requested practice VOR approach runway 33 at santa flight engineer. Cleared for the approach and were not on vectors. Attempted to contact santa flight engineer tower 3 times with no response. Previously reported unable to hold altitude due to turbulence to center controller. I was instructing instrument student at the time. Inadvertently descended below MEA. I was told by tower controller that center advised we had descended below MEA.

I WAS TOLD BY TWR CTLR THAT CTR ADVISED WE HAD DSNDED BELOW MEA.
