Narrative:
Broken clouds, bases at 5000 ft. I was flying a heading of 232 degrees from vdi to tma. A fixed gear piper appeared on my left, heading northwest. He may have been on V243. I first saw it about 1 mi away. I turned hard left and climbed slightly. The piper stayed in level flight. I was monitoring val 126.6 but heard nothing.
