Narrative:
We were taxiing west on taxiway K in phl behind an MD80. He was instructed to cross runway 9L at taxiway T and to get in line behind aircraft on taxiway P awaiting takeoff clearance. Ground control asked us to report holding short of taxiway T on taxiway K. Which I reported immediately since we were already there. Ground then instructed us to cross runway 9L on taxiway T and expedite to get in line behind aircraft on taxiway P. As we turned onto taxiway T, I turned on the strobes and cleared the runway to my right (west). When I did this, I noticed an aircraft in position with lights on. I then noticed motion on that aircraft moving towards us. I instructed the captain to stop us as I noticed the aircraft moving. He did this immediately and we came to a stop about 30-40 ft past the hold short lines. We advised ground of the problem after the sabreliner passed in front of us and they reclred us across the runway. Ground told us after reviewing the tapes that the sabreliner had taken off without clearance. He mistook another aircraft's takeoff clearance on runway 8. Solutions to this may include 1 controller for each runway, rather than us being on ground and takeoff clrncs being given by tower, even though it's the same concrete, and always look both ways before crossing the active.
