Narrative:

Flew from oakland to sxc VOR. On inbound to oceanside VOR did air work with my student in preparation for his check ride which was coming up in a few days. He had flown the whole trip from oakland and was doing a good job. We then told coast approach we wanted the ILS runway 24 into carlsbad with a missed approach. He was somewhat behind the airplane, but it worked out ok. So while on the missed to oceanside VOR, and after I told him to reduce speed from 240 KIAS to something more reasonable, I thought I had time to call the FBO to tell someone who was waiting for us on the ground we would be late. We had been planning to do the ILS again with simulated engine failure. So I was surprised to hear we were cleared for the VOR-a. I got the plate out just as we crossed the VOR and directed my student into the holding pattern course reversal. I didn't know we were cleared for the VOR-a oceanside and neither did my student. I was off frequency when this occurred. We overshot the turn to final and began tracking inbound. The controller said to switch to advisory which set up a flag! I was expecting to talk to palomar tower. So I figured the tower may have just closed. I called palomar tower and they were there and not expecting us. We had passed the oceanside airport at this time. It was hard to make contact with them because they were so busy. They told us to identify and to enter right downwind for runway 24. Just before we entered the fast advancing marine/fog layer, I knew this was wrong. I called approach to cancel I fr. The controller chewed me out, then I told him the problem. Then recontacted palomar tower for landing, which an ordeal in itself with the WX going down fast and many, many arrs. I called the controller on the phone and he said he clearly gave my student the approach into oceanside. I also told his supervisors the whole story and they were nice about the whole thing. My student told me he was cleared VOR-a to palomar. There was a miscom and my student was way behind the plane. I should have been on frequency. Also, my student said he wanted to do a non precision approach, but I told him to do the ILS because of traffic and WX. So I assumed he snuck this one in on me when I was off frequency -- all the while I was in unfamiliar airspace!

HE HAD FLOWN THE WHOLE TRIP FROM OAKLAND AND WAS DOING A GOOD JOB. WE THEN TOLD COAST APCH WE WANTED THE ILS RWY 24 INTO CARLSBAD WITH A MISSED APCH. HE WAS SOMEWHAT BEHIND THE AIRPLANE, BUT IT WORKED OUT OK. SO WHILE ON THE MISSED TO OCEANSIDE VOR, AND AFTER I TOLD HIM TO REDUCE SPD FROM 240 KIAS TO SOMETHING MORE REASONABLE, I THOUGHT I HAD TIME TO CALL THE FBO TO TELL SOMEONE WHO WAS WAITING FOR US ON THE GND WE WOULD BE LATE. WE HAD BEEN PLANNING TO DO THE ILS AGAIN WITH SIMULATED ENG FAILURE. SO I WAS SURPRISED TO HEAR WE WERE CLRED FOR THE VOR-A. I GOT THE PLATE OUT JUST AS WE CROSSED THE VOR AND DIRECTED MY STUDENT INTO THE HOLDING PATTERN COURSE REVERSAL. I DIDN'T KNOW WE WERE CLRED FOR THE VOR-A OCEANSIDE AND NEITHER DID MY STUDENT. I WAS OFF FREQ WHEN THIS OCCURRED. WE OVERSHOT THE TURN TO FINAL AND BEGAN TRACKING INBOUND. THE CTLR SAID TO SWITCH TO ADVISORY WHICH SET UP A FLAG! I WAS EXPECTING TO TALK TO PALOMAR TWR. SO I FIGURED THE TWR MAY HAVE JUST CLOSED. I CALLED PALOMAR TWR AND THEY WERE THERE AND NOT EXPECTING US. WE HAD PASSED THE OCEANSIDE ARPT AT THIS TIME. IT WAS HARD TO MAKE CONTACT WITH THEM BECAUSE THEY WERE SO BUSY. THEY TOLD US TO IDENT AND TO ENTER R DOWNWIND FOR RWY 24. JUST BEFORE WE ENTERED THE FAST ADVANCING MARINE/FOG LAYER, I KNEW THIS WAS WRONG. I CALLED APCH TO CANCEL I FR. THE CTLR CHEWED ME OUT, THEN I TOLD HIM THE PROB. THEN RECONTACTED PALOMAR TWR FOR LNDG, WHICH AN ORDEAL IN ITSELF WITH THE WX GOING DOWN FAST AND MANY, MANY ARRS. I CALLED THE CTLR ON THE PHONE AND HE SAID HE CLRLY GAVE MY STUDENT THE APCH INTO OCEANSIDE. I ALSO TOLD HIS SUPVRS THE WHOLE STORY AND THEY WERE NICE ABOUT THE WHOLE THING. MY STUDENT TOLD ME HE WAS CLRED VOR-A TO PALOMAR. THERE WAS A MISCOM AND MY STUDENT WAS WAY BEHIND THE PLANE. I SHOULD HAVE BEEN ON FREQ. ALSO, MY STUDENT SAID HE WANTED TO DO A NON PRECISION APCH, BUT I TOLD HIM TO DO THE ILS BECAUSE OF TFC AND WX.
