Narrative:
Air carrier #1 turned to east for in trail separation to phl. Became distraction by dsr equipment, and radio failure at the overlying sector had just inherited the sector. Apparently, winds stronger than anticipated and air carrier #1 ended up closer than required. Conflict alert never activated. Descent issued to air carrier #1 when approximately 5 mi -- reported air carrier #2 in sight.

Title: ZDC CTLR BECOMES DISTR AND FAILS TO MAINTAIN LEGAL SEPARATION STANDARDS.
Narrative: ACR #1 TURNED TO E FOR IN TRAIL SEPARATION TO PHL. BECAME DISTR BY DSR EQUIP, AND RADIO FAILURE AT THE OVERLYING SECTOR HAD JUST INHERITED THE SECTOR. APPARENTLY, WINDS STRONGER THAN ANTICIPATED AND ACR #1 ENDED UP CLOSER THAN REQUIRED. CONFLICT ALERT NEVER ACTIVATED. DSCNT ISSUED TO ACR #1 WHEN APPROX 5 MI -- RPTED ACR #2 IN SIGHT.
