Narrative:
During a busy traffic session on a satellite position, I inadvertently descended a C310 that was sebound from 4000 ft to 3000 ft. I cleared a BE55 to depart an airport about 15 mi to the southeast of the C130. The BE55 was to fly wbound and climb to 3000 ft. At the time I cleared the C310 to descend, my attention was diverted elsewhere with another departure from a different airport climbing to 5000 ft, 2 non radar IFR handoffs (one that was not tagged), plus an overflt at 3000 ft northbound in the vicinity of the pending BE55 departure and the C310. I turned the northbound 3000 ft overflt eastbound to get behind the pending departure. When I radar idented the BE55 departure, I noticed the C310 descending out of 3700 ft. I cleared him back to 4000 ft and stopped the BE55, climb to 2500 ft. The conflict alert went off. The C310 had dipped below 3500 ft by the time he began his climb on a slightly divergent course behind the BE55.

AT THE TIME I CLRED THE C310 TO DSND, MY ATTN WAS DIVERTED ELSEWHERE WITH ANOTHER DEP FROM A DIFFERENT ARPT CLBING TO 5000 FT, 2 NON RADAR IFR HDOFS (ONE THAT WAS NOT TAGGED), PLUS AN OVERFLT AT 3000 FT NBOUND IN THE VICINITY OF THE PENDING BE55 DEP AND THE C310. I TURNED THE NBOUND 3000 FT OVERFLT EBOUND TO GET BEHIND THE PENDING DEP. WHEN I RADAR IDENTED THE BE55 DEP, I NOTICED THE C310 DSNDING OUT OF 3700 FT. I CLRED HIM BACK TO 4000 FT AND STOPPED THE BE55, CLB TO 2500 FT. THE CONFLICT ALERT WENT OFF. THE C310 HAD DIPPED BELOW 3500 FT BY THE TIME HE BEGAN HIS CLB ON A SLIGHTLY DIVERGENT COURSE BEHIND THE BE55.
