Narrative:

Cpr X, a citation, cleared to land runway 10R. Small transport Y, a PA31, told to taxi into position and hold. No acknowledgement. I asked small transport Y if he was ready to go. No response. I put him out of my mind as no factor to cpr X. Cpr X went around on a 1/2 mi final because small transport Y went into position. He says he acknowledged both my xmissions. After listening to the tape, we can hear a 2 second squeal on the frequency -- nothing else. We have been having problems with 132.7 maintenance receiver as it will not receive all xmissions all the time. Maintenance is aware and cannot find a problem with it.

I PUT HIM OUT OF MY MIND AS NO FACTOR TO CPR X. CPR X WENT AROUND ON A 1/2 MI FINAL BECAUSE SMT Y WENT INTO POS. HE SAYS HE ACKNOWLEDGED BOTH MY XMISSIONS. AFTER LISTENING TO THE TAPE, WE CAN HEAR A 2 SECOND SQUEAL ON THE FREQ -- NOTHING ELSE. WE HAVE BEEN HAVING PROBS WITH 132.7 MAINT RECEIVER AS IT WILL NOT RECEIVE ALL XMISSIONS ALL THE TIME. MAINT IS AWARE AND CANNOT FIND A PROB WITH IT.
