Narrative:
During holding at unarm intersection (clt STAR) at 15000 ft MSL, the #1 engine vibration alert activated. There was a strong airframe vibration. The problem came and went 2 more times and we declared an emergency and landed at clt. I suspect the engine anti-ice on the #1 engine was not operating at proper capacity. Callback conversation with reporter revealed the following information: the reporter stated at first the vibration warning alerted the crew then the strong vibration was felt. The reporter said we were flying in icing conditions and as the aircraft descended the vibration abated. The reporter stated maintenance discovered the nose spinner was not being anti-iced.

Title: A FOKKER 100 HOLDING AT 15000 FT IN ICING CONDITIONS DECLARED AN EMER AND DIVERTED DUE TO STRONG #1 ENG VIBRATION CAUSED BY PARTIAL FAILURE OF THE ENG ANTI-ICE SYS.
Narrative: DURING HOLDING AT UNARM INTXN (CLT STAR) AT 15000 FT MSL, THE #1 ENG VIBRATION ALERT ACTIVATED. THERE WAS A STRONG AIRFRAME VIBRATION. THE PROB CAME AND WENT 2 MORE TIMES AND WE DECLARED AN EMER AND LANDED AT CLT. I SUSPECT THE ENG ANTI-ICE ON THE #1 ENG WAS NOT OPERATING AT PROPER CAPACITY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED AT FIRST THE VIBRATION WARNING ALERTED THE CREW THEN THE STRONG VIBRATION WAS FELT. THE RPTR SAID WE WERE FLYING IN ICING CONDITIONS AND AS THE ACFT DSNDED THE VIBRATION ABATED. THE RPTR STATED MAINT DISCOVERED THE NOSE SPINNER WAS NOT BEING ANTI-ICED.
