Narrative: SECOND SCATTER WITHIN 20 MINS. NO WARNING THAT THIS WAS ABOUT TO HAPPEN. STILL HVY TFC. POSSIBLE SUSPECT WAS INSTALLATION OF PVD AT POS D-3. DO THESE THINGS DURING SLOWER TIMES.
