Narrative:
Right after takeoff, a passenger got out of her seat and started opening the overhead bins. Flight attendant #4 made a PA announcement that the seatbelt sign was still illuminated, and it was not safe to move around the cabin. She requested for passenger to remain seated with seatbelts fastened. I turned around and saw a passenger standing up. I waited for about 20 seconds after announcement and passenger did not situation down. I got up from my jump seat and approached the lady. I asked her to please return to her seat and fasten her seatbelt. She answered 'no, I'm not going to situation down.' I explained to her it was not safe for her or the passenger around her. She said to me 'I will not situation down. The other flight attendants told me that I could change seats rights after takeoff.' I explained to her that after the seatbelt signs were turned off she could do it safely. She refused to situation down and fasten her seatbelt. I explained again to her that it was for her safety and the safety of the passenger seated next to her. She said, 'I'll situation down, only after I finished doing what I'm doing,' moving around her carry-on bags from one overhead bin to another. I went back to my jump seat and put my seatbelt on. When it was safe to get up, I informed the captain of the situation. He said 'I'll go and inform the lady that she is to follow the safety rules.' the captain went to talk to passenger. She started pointing fingers at the captain's face and being nasty to the captain. At this point, the captain gave up, and informed her he was going to call police upon arrival. When we arrived, we were met by law enforcement officers. We filed a case in chicago of misconduct by the passenger. Callback conversation with reporter revealed the following information: the reporter said that the police in chicago met the flight and took the woman off to a waiting squad car. The reporter went to the police station and filed his report, which took several hours, making him miss the rest of his trip. The company stood behind him and deadheaded him home. The captain filed a report only with the company.

Title: CABIN ATTENDANT RPT, MD80, BDL-ORD. ON TKOF AND CLB, SEATBELT SIGN ON. PAX STOOD UP AND REARRANGED LUGGAGE IN OVERHEAD, REFUSED ORDER TO SIT. POLICE ARREST.
Narrative: RIGHT AFTER TKOF, A PAX GOT OUT OF HER SEAT AND STARTED OPENING THE OVERHEAD BINS. FLT ATTENDANT #4 MADE A PA ANNOUNCEMENT THAT THE SEATBELT SIGN WAS STILL ILLUMINATED, AND IT WAS NOT SAFE TO MOVE AROUND THE CABIN. SHE REQUESTED FOR PAX TO REMAIN SEATED WITH SEATBELTS FASTENED. I TURNED AROUND AND SAW A PAX STANDING UP. I WAITED FOR ABOUT 20 SECONDS AFTER ANNOUNCEMENT AND PAX DID NOT SIT DOWN. I GOT UP FROM MY JUMP SEAT AND APCHED THE LADY. I ASKED HER TO PLEASE RETURN TO HER SEAT AND FASTEN HER SEATBELT. SHE ANSWERED 'NO, I'M NOT GOING TO SIT DOWN.' I EXPLAINED TO HER IT WAS NOT SAFE FOR HER OR THE PAX AROUND HER. SHE SAID TO ME 'I WILL NOT SIT DOWN. THE OTHER FLT ATTENDANTS TOLD ME THAT I COULD CHANGE SEATS RIGHTS AFTER TKOF.' I EXPLAINED TO HER THAT AFTER THE SEATBELT SIGNS WERE TURNED OFF SHE COULD DO IT SAFELY. SHE REFUSED TO SIT DOWN AND FASTEN HER SEATBELT. I EXPLAINED AGAIN TO HER THAT IT WAS FOR HER SAFETY AND THE SAFETY OF THE PAX SEATED NEXT TO HER. SHE SAID, 'I'LL SIT DOWN, ONLY AFTER I FINISHED DOING WHAT I'M DOING,' MOVING AROUND HER CARRY-ON BAGS FROM ONE OVERHEAD BIN TO ANOTHER. I WENT BACK TO MY JUMP SEAT AND PUT MY SEATBELT ON. WHEN IT WAS SAFE TO GET UP, I INFORMED THE CAPT OF THE SIT. HE SAID 'I'LL GO AND INFORM THE LADY THAT SHE IS TO FOLLOW THE SAFETY RULES.' THE CAPT WENT TO TALK TO PAX. SHE STARTED POINTING FINGERS AT THE CAPT'S FACE AND BEING NASTY TO THE CAPT. AT THIS POINT, THE CAPT GAVE UP, AND INFORMED HER HE WAS GOING TO CALL POLICE UPON ARR. WHEN WE ARRIVED, WE WERE MET BY LAW ENFORCEMENT OFFICERS. WE FILED A CASE IN CHICAGO OF MISCONDUCT BY THE PAX. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID THAT THE POLICE IN CHICAGO MET THE FLT AND TOOK THE WOMAN OFF TO A WAITING SQUAD CAR. THE RPTR WENT TO THE POLICE STATION AND FILED HIS RPT, WHICH TOOK SEVERAL HRS, MAKING HIM MISS THE REST OF HIS TRIP. THE COMPANY STOOD BEHIND HIM AND DEADHEADED HIM HOME. THE CAPT FILED A RPT ONLY WITH THE COMPANY.
