Narrative:

B737 was being vectored around thunderstorms in IMC for approach to fll, at 4000 ft. TCASII TA sounded and target was 12 O'clock position, 700 ft below us and climbing. RA sounded and 'climb' command was given. B737 crew made an evasive maneuver to climb at full power to miss the target. ATC was advised and the small aircraft passed approximately 200 ft below and 50 ft laterally from us. ATC advised B737 crew that the 'small aircraft' was not cleared to climb. We leveled off at 5000 ft and nothing more was said about the small aircraft on ATC.

WE LEVELED OFF AT 5000 FT AND NOTHING MORE WAS SAID ABOUT THE SMALL ACFT ON ATC.
